While repairs and maintenance are work that brings an assett, system, or facility back to (or preserves) it’s normal operational state, projects are used when we want to create something new, or take an existing assett, system, or facility and expand it’s scope or capabilities.  Upgrading an existing electrical system is an example of a project, as is remodeling an exisiting building space, or constructing an entirely new building.   

Projects expand the capabilities of our facilities, building systems, and campus as a whole to meet new needs.  There are several different types of projects, depending on the size of the endeavor, it’s cost, and complexity.
 

Types of Projects

A capital project is defined as any activity to acquire, develop, improve and/or maintain a capital asset for the university. Capital projects may include capital leases and third party developer projects. The threshold for inclusion in the annual capital budget and five-year capital plan is a total project cost greater than $250,000, in addition to the principles and criteria contained in the Capital Project Funding Guidelines.

small project is a project with an estimated total project cost of less than $100,000 that must be held to a fixed budget or must be tracked against capital plan line items; may have one or more contracts, Maximo work orders, and general expenses associated with it.
 

Stand alone projects involve a facilities-related contract that is executed to complete a specific scope of work that is not associated with a capital project or a small project.  Multifaceted e-Builder/Kuali integration is not required for this classification.

Sub-Projects are a project or contract of any dollar value that is carved out of a larger capital project; may have one or more contracts, Maximo work orders, and general expenses charged against its budget via a dedicated capital project account; also known as a Capital Project.

Indefinite Delivery / Indefinite Quantity (IDIQ) agreements provide flexibility that is often needed to meet the demand for efficient and effective contracting of painting services that are needed throughout the calendar year.  Cornell currently has IDIQ contracting available for the painting, special inspections & testing and limited desgin services related to small projects.

Getting Started

Project Intake assists the campus community with identifying options available to them elative to project development and delivery methods to position a project for success.  Project Intake also processes and reviews all new project requests, small project requests, self-pricing and IDIQ requests.

All projects should begin with contacting the Project Intake Manager (PIM).

The PIM will help you define the goals and scope of your projects, large or small, and establish a budget within your department or unit’s means.  The PIM will also help determine the best strategy to get your project completed on time and on budget, including working with outside consultants and contractors as well as IPP’s own staff of architects, engineers, designers, tradespeople, and other facilities professionals.

EPA’s staff of professional project and construction managers are here to guide your project from initiation to completion, working as a lliason between you and your department or unit and the IPP staff and outside contractors dedicated to making your project happen.
