While I do not know what areas of the building AHU-4 would affect for turning off the return fan. On average with only a return fan off and supply still running implications should mostly only be noticeable in terms of pressurization throughout the spaces. Meaning doors may linger open or somewhat slam shut depending on air flows. For more specific implications we rely on the building coordinators to hopefully know the applicable details or would need to ask the control shop for a professional opinion when time allows.
